I followed the instructions in the word document.
copied the file in the "copy to JPRO" folder to the installation folder "C:\Program Files (x86)\Noregon\JPRO Diagnostics" then copied the regkey.dat file from the keymaker folder to the same installation folder.
shut down firewall, antivirus and UAC and then ran J2017_1 as admin.
