CAT SIS 2011b - Sis user XML Problem

Achieve successfully install the CAT SIS 2011b and also succeed in obtaining a license, but when I import the user (XML file) I get error: "Sorry, failed to retrieve the user details", anyone knows how to solve this problem, try multiple users? and the same thing happens.

Also try creating a new user by user and dealer DECAT enter I get "Incorrect Password" so it is impossible to create any user.

Tested on Windows 8 64-bit, please help me
